China’s official manufacturing purchasing managers’ index registered 49.8 in August, up from 49.2 in July. Anything below 50 signals contraction, so factory activity shrank again, though by less than the month before. The sub-index that matters most to an importer moved the other way: new export orders rose to 50.1 from 49.6, crossing into expansion.Why a foreign PMI belongs in your buying file
Because it describes the negotiating position of the people quoting you. A factory running below capacity has idle machines, staff it is reluctant to lay off, and overheads that continue whether it produces or not. It wants orders. A factory with a full book does not. That difference shows up in ways beyond the headline price. It shows up in lead time, in willingness to accept a smaller trial order, in flexibility on payment terms, in whether the manufacturer will build to your specification rather than pushing a standard model, and in how much attention your order gets once placed.What to do with it
Ask for more than you would in a tight market, and ask early. A pre-despatch inspection. A trial run on your own material or your own bottle and cap. Spare parts included rather than invoiced later. A written commitment on lead time. Payment staged against milestones rather than paid up front. These are the things that protect you after delivery, and they are easier to obtain from a supplier who needs the order than from one who does not.Two cautions
The first is that a hungry market is also where the weakest suppliers work hardest to be found. Underused capacity includes trading companies presenting themselves as factories and manufacturers cutting specification to hold a price. Softer conditions raise the value of verification rather than reducing it. The second is that this is one month of one index. A single reading is a data point, not a trend, and export orders crossing 50 by one tenth of a point is a thin margin. Use it as context for how you negotiate. Do not use it as a reason to buy something you were not otherwise going to buy.Sourcing from a supplier you have not met?
